Mr. Carlins.

I have spoken to Mr. Hankinson and to Mr. Bevir, who is Secretary of the Tropical Diseases Research Fund Advisory Committee.

Mr. Hankinson confirms my recollection of the period during which I was Secretary to these two bodies, and some others, that the Managing Committee of the Tropical Diseases Bureau is virtually never consulted on any question relating to tropical disease. It is simply the Managing Committee of the Bureau; its functions are virtually limited to finance and staff matters and general administration.

I have every little doubt that, when Sir Edward Stubbs referred to the Tropical Diseases Bureau, he was simply writing rather loosely, and the Tropical Diseases Research Fund Advisory Committee, which includes a representative of the Liverpool School of Tropical Medicine, would be a much more suitable body to comment on this report. They are, of course, continually receiving and expressing opinions on reports of this kind.

I suggest that the paper be sent to Mr. Bevir for communication to the Committee so that the Tropical Diseases Research Fund Advisory Committee may see either by circular from member to member through the post, or at a meeting, if, as I understand, one is coming off at an early date.
